San Benito County Integrated Waste Management Regional Agency (SBCIWM) is responsible for managing compliance of the Recology Franchise Agreement for Recyclables, Organics, and Solid Waste Collection Services with Recology.

Full 2018 Franchise Agreement

As of November 1, 2018 the County has adopted new recycling programs to help the Cities of Hollister, San Juan Bautista and unincorporated San Benito County meet state waste diversion mandates. These programs are included in the Franchise Agreement with Recology who was awarded the agreement through a competitive procurement process. State mandates such as AB 939, AB 341, AB 1826 and SB 1383 require all California jurisdictions to implement organics recycling programs, business/residential recycling programs and meet mandatory diversion from landfill or face potential compliance schedules and or fines.
