Non-Exclusive Franchise Hauling Permit 

The Non-Exclusive Franchise Permit System was approved through a Memorandum of Understanding between the County of San Benito and the Cities of San Juan Bautista and Hollister for the establishment and administration of a non-exclusive permit system for the collection and diversion of solid waste in February of 2024.

All haulers will need to apply for a hauling permit through the County of San Benito's Integrated Waste Management Division. Permittees are subject to an annual permit fee; quarterly and annual reporting; and quarterly franchise fee payments, or the hauling company will not be authorized to operate in within San Benito County. Reporting is required, regardless of whether any services were performed. 

Permittee may not engage in the collection of recyclables, organics, and solid waste collection services awarded exclusively to Recology San Benito County, which are detailed in the Exclusive Franchise Agreement and are inclusive of services within incorporated Hollister and San Juan Bautista and some portions of unincorporated County.
