In light of current flooding disaster in the County, the Community Foundation for San Benito County has opened a Disaster Recovery Fund to aid community members experiencing hardships related to the storm conditions and flooding.

Sandbag Locations
Sandbags will be available to residents on a self-serve basis for localized flooding emergencies. These items are on a first come first serve basis. A pile of sand and burlap bags can be located at the following locations:

Creek Cleanup Emergency Information (3/28/2023)
Due to the recent storms and catastrophic flooding experienced by San Benito County Residents, Fish and Game Code Section 1610 outlines a process related to emergencies that DO NOT require the acquisition of a permit from CDFW (or payment of any fees) in advance of emergency work within streams.
Specifically:
- Emergency Actions may also include necessary subsequent actions (e.g., debris removal) that follow an immediate emergency (e.g., flooding).
- There is NO SPECIFIC EXPIRATION to when Emergency Actions can be conducted, so long as the work is clearly happening to address damage from a specific emergency incident.
- For example, after the March flooding, some debris/sediment/vegetation removal could effectively only happen once flows recede and sediments dry (possibly summertime-fall 2023, as an example).
- Entities must notify the California Department of Fish and Wildlife in writing within 14 days after beginning the emergency work. This is supposed to happen via our EPIMS portal (https://wildlife.ca.gov/Conservation/Environmental-Review/EPIMS), though we understand this might be difficult for some members of the public to use. San Benito County Community members can send their emergency information to our r4lsa@wildlife.ca.gov email, and we can put the emergency notification information into EPIMS on their behalf.

Creek and Stream Debris Cleanup Information
Are you a property owner that lives by a creek or a stream that was affected by the flooding? Are you looking for more information on debris clean up? The following information, clarification is provided by our partners at the California Department of Fish and Wildlife.
Per the California Department of Fish and Wildlife (CDFW), property owners do not need to obtain a permit from CDFW unless they intend to perform any of the following three actions: When is Notification required? California law (Fish and Game Code section 1602) requires an entity to notify CDFW prior to commencing any activity that may:
- Substantially divert or obstruct the natural flow of any river, stream, or lake.
- Substantially change or use any material from the bed, channel, or bank of any river, stream, or lake; or
- Deposit or dispose of debris, waste, or other materials containing crumbled, flaked, or ground pavement where it may pass into any river, stream, or lake.
The notification requirement applies to any river, stream, or lake, including those that are dry for periods of time (ephemeral/episodic) as well as those
that flow year-round (perennial). This includes ephemeral streams, desert washes, and watercourses with a subsurface flow.
If you are not certain that your proposed activity requires notification, CDFW recommends that you notify or consult with the CDFW regional office
serving your project area.

Due to Biden Administration's Major Disaster Declaration in the wake of our severe winter storms, the Small Business Administration has made available Economic Injury Disaster Loans for Businesses in affected counties.
Economic Injury Disaster Loans are working capital loans to help small businesses, small agricultural cooperatives, small businesses engaged in aquaculture, and most private, non-profit organizations of all sizes meet their ordinary and necessary financial obligations that cannot be met as a direct result of the disaster. These loans are intended to assist through the disaster recovery period, which began on December 27, 2022.
Business can apply online at https://disasterloanassistance.sba.gov/. If applicants have any questions, they can call (800) 659-2955 or email: disastercustomerservice@sba.gov.
