View the FY 2025/26 MHSA Annual Update

This MHSA Annual Update was available for Public Comment between April 14, 2024 and May 15, 2025. The Public Hearing was held on May 15 at the Behavioral Health Regular Board Meeting at 12pm, at 1131 Community Parkway, Hollister, CA 95076.

The Annual Update was approved by the San Benito County Board of Supervisors on June 24, 2025 and was submitted to the Department of Healthcare services (DHCS).

Prevention and Early Intervention Report

The goal of MHSA is to transform “the mental health system while improving the quality of life for Californians living with a mental illness.” MHSA utilizes several components to accomplish this goal, including one devoted to supporting programs focusing on Prevention and Early Intervention (PEI).

This report is a compilation of San Benito County Behavioral Health’s (SBCBH) PEI-funded program reports from the past three fiscal years (FY 2021-2022, 2022-2023, and 2023-2024). During this period, SBCBH funded various programs delivered by a combination of SBCBH staff and community-based providers, serving children, adults, individuals, and families, as well as providing training for the county’s diverse population.

Behavioral Health-Diversion and Reentry Court

The San Benito County Behavioral Health-Diversion and Reentry Court (BH-DRC) program is an innovative initiative designed to address the complex needs of individuals with mental health conditions or co-occurring mental health and substance use disorders who are involved in the justice system. This program, funded under the Mental Health Services Act (MHSA) Innovation (INN) framework, was approved by the Mental Health Oversight and Accountability Commission (OAC) in 2019 and has been funded for five years through Fiscal Year 2023/24. Given its positive outcomes, the program has transitioned into the MHSA Community Services and Supports (CSS) framework, allowing it to persist and adapt to meet the ongoing needs of justice-involved individuals.

This Annual Update was provided for Public Comment between April 12, 2024 and May 23, 2024 with the Public Hearing on May 23 at the Behavioral Health Special Board Meeting at 12pm at 1131 Community Parkway, Hollister, CA 95076. The San Benito County Board of Supervisors approved the Annual Update on June 18, 2024.

View the Current MHSA 3-Year Plan FY 2023/24 - 2025/26

This 3 Year Plan was provided for Public Comment between May 15, 2023 and June 15, 2023 and approved by the Board of Supervisors on July 25, 2023.

California’s voters passed Proposition 63 (Mental Health Services Act – MHSA) in the November 2004 General Election. Proposition 63 promised to greatly improve the delivery of mental health services and treatment across the State of California.

The MHSA represents a comprehensive approach to the development of community based mental health services and supports for the residents of California.

The Mental Health Services Act addresses a broad continuum of prevention, early intervention and service needs and the necessary infrastructure, technology and training elements that will effectively support this system. To provide an orderly implementation of MHSA, the California Department of Mental Health planned for sequential phases of development for each of the components.

The MHSA requires that each county mental health program shall prepare and submit a three-year plan which shall be updated at least annually and approved by the California Department of Mental Health after review and comment by the Oversight and Accountability Commission. The Mental Health Services Act further requires that the department shall establish requirements for the content of the plans.
