PUBLIC NOTICE OF COUNTY OF SAN BENITO’S  REQUEST FOR PROPOSALS FOR

Telepsychiatry Provider Services

 

The County of San Benito invites interested parties to submit proposals no later than 5:00 PM (PT), April 27, 2026, to provide Telepsychiatry Services to Adult and Youth San Benito County Clients. The County is soliciting proposals from providers who specialize in bilingual (English/Spanish) telepsychiatry services for adult (18-65+)  and youth clients (5-17). Telepsychiatry, a subset of telemedicine, involves providing a range of services including psychiatric evaluations, therapy, patient education, and medication management.

Proposals shall be submitted no later than 5:00 PM (PT), April 27, 2026, through the portal located at: https://procurement.opengov.com/portal/cosb.  Please see the RFP for the timeline of all deadlines and submission of questions.  Offers received by any other method will be rejected. Respondents are cautioned that they are responsible for delivery by the deadline. Any questions regarding the RFP shall be submitted through the OpenGov system.  

Evaluation Criteria:  Phase 1: pass/fail evaluation of submission completeness. Phase 2: A. Experience and Qualifications - Weighted:40% (Considerations:  documented history of service delivery to similar size, ability to serve bilingual, youth, and adults);  B. Comprehensive Service Model - Weighted 40% (Considerations: clear description of the services to be provided, agency barriers, performance metrics and QI compliance); C. Innovation and Use of Evidence Based Practices – Weighted: 20% (history of use of evidence based practices). Phase 3: Budget Narrative/ Financial Review – point based (budget narrative and fee proposals and feasibility and sustainability of program).

Please note the award will be made on a “best value” basis.  The County reserves the right to award the contract to other than the lowest-priced offeror.  Provisions: County reserves the right to: reject any or all submittals, request clarification of any submitted information, waive any informalities or irregularities in any proposal, not select any respondent, cancel this process at any time, amend this process at any time, evaluate the proposals submitted, interview respondents prior to award, negotiate all final terms and conditions of any agreements, issue similar RFPs/RFQs, request additional information, accept the proposal(s) that appear(s) to be in the best interest of County, and to award a contract to another if the successful proposer does not execute the contract in a timely manner, and make inquiries as may be necessary to verify qualifications.  Any and all costs arising from preparation of this RFP and participation in the selection process incurred by any respondent shall be borne by respondent without reimbursement by County. All Proposals submitted in response to this RFP are subject to disclosure pursuant to the California Public Records Act, except for materials that may be exempt from disclosure under applicable law..
