PUBLIC NOTICE OF COUNTY OF SAN BENITO’S REQUEST FOR PROPOSALS FOR Substance Use Disorder Residential Treatment Service Providers

The County of San Benito invites interested parties to submit proposals no later than 5:00 PM (PT), March 31, 2026, to provide comprehensive Substance Use Disorder Residential Services to Adult Clients for all ASAM level of care. The County is soliciting proposals from providers who specialize in evidence-based treatment services, and to assist in substance use prevention, treatment, and recovery. Proposal should provide evidence-based practices for each substance use disorder service. Services are in congruent with the Drug Medi Cal Organized Delivery System (DMC-ODS) requirements which include case management, drug testing, individual and group counseling as well as monitoring each individual throughout the day. Residential treatment services are a part of a continuum of care modeled after the American Society of Addiction Medicine (ASAM) Criteria for SUD services.

Proposals shall be submitted no later than 5:00 PM (PT), March 31, 2026, through the portal located at: https://procurement.opengov.com/portal/cosb. Please see the RFP for the timeline of all deadlines and submission of questions. Offers received by any other method will be rejected. Respondents are cautioned that they are responsible for delivery by the deadline. Any questions regarding the RFP shall be submitted through the OpenGov system.

Evaluation Criteria:
A. Experience and Qualifications - Weight: 20% (Considerations: documented history of service delivery to similar size and diversity, have key personnel);
B. Comprehensive Service Model - 20% (Considerations: clear description of the services to be provided );
C. Innovation and use of evidenced based practices – Weight: 20% (Considerations: history of implementing evidence based practices and innovations to reduce treatment barriers);
D. Cost - 20% (budget narrative and fee proposals and feasibility and sustainability of program);
E. Cultural Competency 10% (Considerations: ability to serve diverse populations);
F Performance metrics – 10% (Considerations: has necessary resources and clear plan for tracking outcomes and reporting).

Please note the award will be made on a “best value” basis. The County reserves the right to award the contract to other than the lowest-priced offeror.

Provisions: County reserves the right to: reject any or all submittals, request clarification of any submitted information, waive any informalities or irregularities in any proposal, not select any respondent, cancel this process at any time, amend this process at any time, evaluate the proposals submitted, interview respondents prior to award, negotiate all final terms and conditions of any agreements, issue similar RFPs/RFQs, request additional information, accept the proposal(s) that appear(s) to be in the best interest of County, and to award a contract to another if the successful proposer does not execute the contract in a timely manner, and make inquiries as may be necessary to verify qualifications. Any and all costs arising from preparation of this RFP and participation in the selection process incurred by any respondent shall be borne by respondent without reimbursement by County.
